Armaments Radar: Sniper rifles, GDDIA opens negotiations for the Army’s second executive contract

Greece’s General Directorate for Defence Investments and Armaments set up a negotiating committee on October 8 for the second executive contract under the Army’s sniper rifle framework agreement. The decision does not name the rifle, the quantities or the price.

The Hellenic Army is moving ahead with a new order for sniper rifles. On October 8, 2026, the General Directorate for Defence Investments and Armaments (GDDIA, known in Greece as GDAEE) set up a negotiating committee to draw up the second executive contract under framework agreement No. 002A/25 for the “Procurement of Sniper Rifles”. The decision was posted on the Diavgeia transparency portal on October 9.

The framework agreement was signed on March 26, 2025, the same day as the first executive contract (No. 003A/25). The GDDIA decision does not state the type of rifle, the quantities or the value of the new contract.

New requirements from the Army General Staff

The second executive contract will cover the operational requirements submitted by the Hellenic Army General Staff (HAGS) in two documents: one from its Special Forces Directorate (DED) on July 24, 2026, and one from the G1 on July 30, 2026.

The committee has three regular members from the HAGS/DED, chaired by a lieutenant colonel, and two alternate members from the SChAL. It will discuss with the contractor a mutually acceptable draft contract, based on the terms of the framework agreement and the template in Annex “H”. It will then submit a report with its recommendation, together with the award decision.

The recipients of the decision include the company A.T.E.S.E. S.A. The committee’s work must be completed by October 30, 2026. The decision is signed by the GDDIA’s Director General, Major General Ioannis Bouras.

Support for the rifles is being tendered in parallel

This is a separate procedure from the Army’s tender 32/26 for the “Continued Support (CS) of Sniper Rifles”. That one concerns a seven-year framework agreement with a single economic operator. It was announced on July 28, 2026, with bid opening scheduled for September 8. On the same day as the GDDIA decision, October 8, the committee to conduct and evaluate that tender was also set up.
