€63.5 million for Greece’s military factories: New machine tools and energy upgrades

Three decisions signed on October 5 set out €63,451,919 in military factory and repair facility upgrades, with spending dependent on Modernisation Fund inclusion.

Greece has set out €63,451,919 in planned upgrades to military factories and repair facilities under three decisions signed by Defence Minister Nikos Dendias on October 5, 2026. The projects have been included in the Defence Ministry’s 2026–2030 sectoral development programme and are intended for submission to the Modernisation Fund.

The largest allocation is the Army project, budgeted at €53,613,200. It covers four military installations and combines improvements to building envelopes and infrastructure with modernisation of their machinery and production equipment. New machine tools form part of the planned work.

For the Navy, €7 million, including VAT, is earmarked for the engineering and fitting workshop and the submarine hangar at Salamis Naval Base. The project includes energy upgrades, an energy management system and renewed production equipment. These interdependent works are to be delivered as a single project by the same contractor.

The Air Force’s €2,838,719 project concerns the special-vehicle repair hangar at the State Aircraft Factory, KEA, in Elefsina. Alongside the building’s energy upgrade, it provides for a CNC lathe, a cylindrical grinding machine and a conventional lathe.

Geopolitiki has also covered recent Greek defence procurement decisions involving Army repairs and Air Force inspections.

Funding and timetable

The decisions register the projects in the Public Investment Programme with zero eligible expenditure under the national development programme at this stage. They are a preparatory step towards Modernisation Fund financing, rather than an allocation or disbursement of the money. Legal commitments and payments must wait until the projects are included in the fund-financed component. All three projects have a completion deadline of December 31, 2030.
