Ukrainian intelligence: Russia has up to 700 ballistic missiles and can make up to 110 a month

Ukraine’s HUR estimates Russia had up to 700 ballistic missiles and several thousand cruise missiles in October and keeps raising production despite sanctions; the estimates cannot be independently verified.

Russia had up to 700 ballistic missiles and several thousand cruise missiles of various types in October, and continues to increase production despite sanctions. The estimate was given by the Main Intelligence Directorate (HUR) of Ukraine’s Defence Ministry in a Facebook post. According to the HUR, Russia’s war industry can turn out more than 200 cruise and ballistic missiles a month, of which up to 110 are ballistic.

The picture by type

The breakdown by type is as follows, always according to Ukrainian estimates. Stocks of Iskander-M (9M723) missiles are estimated at about 115, with production of around 65 a month, as planned. At the same time an improved system with an estimated range of 550 to 700 kilometres is being developed. For the S-400 Russia has up to 400 missiles and makes about 40 new ones a month.

Among naval weapons, the Oniks (3M55) anti-ship missiles exceed 600, with more powerful warheads and a longer range so as to be more effective against land targets as well. More than 55 were built in seven months. Zircon (3M22) missiles number over 120, but production remains low, with more than 30 in the first seven months of 2026. Kalibr (3M14) missiles exceed 450 and come off the line at about 29 a month.

The HUR says production of the Kh-47M2 Kinzhal has stopped temporarily because of accuracy problems, and that capacity has been shifted to other ballistic weapons. The Kh-101 remains among the main weapons of the large missile attacks, with a monthly target of more than 80, which at some factories is exceeded. Technical defects have, however, been detected, among them in release from the carrier aircraft, and some batches are being returned to the factories for repair.

Context: Kyiv presses for air defence

The figures are made public as Kyiv presses for more air-defence missiles ahead of winter. Zelensky has said that within two weeks Russia fired more than 100 ballistic missiles at Kyiv and the surrounding area. The HUR’s post suggests that, despite international sanctions, Russia is keeping a steady flow of missiles for large-scale attacks, while Ukrainian strikes also target its production, as at the Iskander-M repair base in Kursk and the plants in Oryol and Tolyatti. The HUR’s estimates cannot be independently verified.
