Greek Army cancels the tender for 280,000 M25 uniforms because of the new Force Structure
The Hellenic Army cancelled tender 55/25 for a two-year framework agreement for 280,000 M25 field uniform sets, worth €7.784 million before VAT, citing the need to update operational requirements under the new Force Structure.
The Hellenic Army has cancelled the large tender for the new M25 exercise-and-campaign uniform. By a decision of October 30, 2026, Deputy Minister of National Defence Thanasis Davakis called off tender 55/25 for a two-year framework agreement for 280,000 uniform sets. The procurement was part of the “Modern Fighter” programme of “Agenda 2030” and had a budget of €7,784,000 before VAT.
The cancellation comes after the procedure had come close to its end: provisional contractors had been named on December 23, 2025. The decision was issued by the Procurement Directorate of the Army Support Command (ASDYS) and posted on Diavgeia.
Why it was cancelled
According to the decision, “the need to update operational requirements and re-evaluate technical parameters, within the framework of the new ‘Force Structure’” was found. These changes bring “substantial changes to the financial and technical parameters” of the procurement that make it impossible to continue the tender. The cancellation rests on Article 106(2) of Law 4412/2016.
The Army General Staff had asked for a review of the uniforms’ technical and qualitative characteristics in two documents, in April and September 2026. A recommendation from ASDYS on September 16 and an opinion of the procurement committee on September 18 followed. The decision does not explain which characteristics change.
What the tender covered
Tender 55/25 was an electronic, open, public tender for a two-year framework agreement for 280,000 M25 exercise-and-campaign uniform sets, for conscripts, students of the military academies and periodic issue to career personnel. The budget of €7.784 million works out to about €27.8 per set, and the award criterion was lowest price. It was announced on October 10, 2025. It was the largest of a series of tenders in autumn 2025 for the M25 uniform: tender 54/25 for M25 uniforms (€3,224,800 before VAT) and tenders 52/25 and 53/25 for the rip-stop fabric used to make the uniform were announced in the same period. The October 30 decision concerns only 55/25.
What follows
The decision provides for “continuation of the further actions provided for” under Law 4412/2016. That usually means a new tender with updated specifications. When it will take place and with what quantities is not stated.
