Hellenic Navy: TECROSS named provisional contractor for 337 dual-role RF/IR countermeasure decoys
The General Directorate for Defence Investments and Armaments named TECROSS S.A. on October 26, 2026 provisional contractor for the supply of 337 dual-role (RF/IR) naval countermeasure decoys, with a ceiling budget of €5.5 million.
The Hellenic Navy is one step from a contract for new electronic countermeasures. On October 26, 2026 the General Directorate for Defence Investments and Armaments (GDDIA) named TECROSS S.A. provisional contractor of tender 05/25, which concerns the “Supply of Three Hundred Thirty-Seven (337) HN Dual-Role (RF/IR) Countermeasure Decoys and their Support”. The decision was posted on Diavgeia the same day and on the GDDIA website on October 30.
The programme’s ceiling budget is €5.5 million, including withholdings, taxes and duties. The contract is exempt from VAT because the materials are intended for warships. TECROSS’s bid price is not stated in the decision.
What dual-role decoys are
Countermeasure decoys are launched from ships to deceive approaching missiles. “Dual role” means the same decoy acts in two spectra: radio-frequency (RF), creating a false target for radar-guided missiles, and infrared (IR), creating a heat source for heat-seeking missiles. The tender describes them as “modern technology” countermeasures. The decision does not name the manufacturer, the decoy type or the ships on which they will be used.
One bid, a year-long process
The programme was activated by a decision of the Unified Armaments Body and announced in November 2025, as a negotiated procedure with prior publication under Law 3978/2011 on defence contracts. TECROSS was the only economic operator to submit an application. The timeline: activation decision on October 17, 2025; notice on November 20, 2025; TECROSS application on February 16, 2026; application accepted on March 17; technical and financial bid submitted on May 7; technical bid accepted on August 31; financial bid evaluation minutes on October 14; and provisional contractor on October 26, 2026.
TECROSS must now submit to the GDDIA, within 20 days, the supporting documents for award and qualitative selection. If they check out without problems, the award and signing of the contract will follow. The decision is signed by the GDDIA Director General, Maj. Gen. Ioannis Bouras.
