
British, Norwegian and US forces disrupted what Western officials described as a Russian exercise intended to rehearse interference with undersea communications cables near Svalbard, according to a Reuters report published on September 10. The operation occurred in spring 2026 and involved Russian deep-sea assets linked to the Main Directorate of Deep-Sea Research, commonly known by its Russian acronym GUGI.
Two Western officials cited anonymously by Reuters said the Russian vessels were simulating the placement of equipment that could disable cables while making attribution difficult. The officials said the allied response caused the Russian force to leave before completing the exercise. No cable was damaged. Russia did not publicly comment on the reported incident, and the Kremlin has repeatedly rejected Western allegations that Moscow conducts sabotage against European infrastructure.
The location gives the episode unusual strategic weight. Two fiber-optic cables, each roughly 1,400 kilometers long, connect mainland Norway with the Svalbard archipelago. They carry data from SvalSat, one of the world’s most important commercial satellite ground stations, and support services linked to Earth observation, weather forecasting and scientific missions. SvalSat also forms part of NASA’s Near Space Network.
The cables descend to depths of up to about 2,700 meters, making access technically demanding but not impossible for specialized research submarines and remotely operated systems. GUGI has long attracted attention from NATO governments because its fleet is designed for work on the seabed, where civilian communications, energy links and military sensor networks increasingly overlap.
Britain and Norway had disclosed a joint maritime operation in April without identifying the precise intelligence that triggered it. Officials said naval vessels, aircraft and hundreds of personnel tracked a Russian attack submarine and two intelligence-gathering submarines in the North Atlantic and Arctic approaches. The later Reuters account connects that broader operation to the vicinity of the Svalbard cables and adds US participation.
Norwegian Defence Minister Tore Sandvik said the operation sent a message that attempts to threaten critical infrastructure would be detected and met with consequences. That language reflects NATO’s wider shift from monitoring suspicious activity to demonstrating that allied forces can identify, shadow and interrupt it before physical damage occurs.
The incident also illustrates the attribution problem surrounding seabed infrastructure. A cut cable can result from fishing, anchors or natural events, while sophisticated interference may leave only ambiguous evidence. That uncertainty can slow political decision-making and complicate the threshold for a collective NATO response.
For the alliance, Svalbard is especially sensitive. Norway exercises sovereignty over the archipelago under a treaty framework that gives other signatory states commercial rights, while its position between mainland Norway and the North Pole places it close to Russian strategic bases on the Kola Peninsula. Protecting the cables therefore serves both civilian resilience and the security of allied space and maritime operations in the High North.
