

The defence ministries of the Republic of Cyprus and Serbia signed a Memorandum of Cooperation on Tuesday, October 6, the Cypriot Ministry of Defence announced. According to the announcement, the memorandum deepens, among other things, the two countries’ cooperation in the procurement of defence systems.
The memorandum comes ten months after the Status of Forces Agreement (SOFA) signed on December 10, 2025 in Nicosia, following a meeting between Cypriot Defence Minister Vasilis Palmas and his Serbian counterpart Bratislav Gašić. As the Serbian government announced at the time, Gašić said the agreement facilitates future cooperation between the two armies and that efforts would be made in the coming period to strengthen both military and military-economic cooperation.
At the same meeting the Serbian minister thanked Cyprus for its consistent position of not recognising Kosovo’s independence and said Serbia fully respects Cyprus’s territorial integrity, “both on land and at sea”. In September 2025, Palmas made an official visit to Belgrade, during which he also visited the “PARTNER-2025” international exhibition of weapon systems and military equipment.

The full announcement of the Cypriot Ministry of Defence reads:
“A Memorandum of Cooperation was signed today between the Ministry of Defence of the Republic of Cyprus and the Ministry of Defence of the Republic of Serbia.
Through the Memorandum:
• Cooperation in the field of defence systems procurement is deepened,
• Bilateral contacts are encouraged, with the aim of identifying and meeting common needs,
• Dialogue and cooperation between the two states’ defence industries is facilitated, and
• Cooperation between the two research and innovation ecosystems in the fields of defence and security is strengthened.
The Memorandum was signed by the Director General of the Ministry of Defence, Mr Stelios Kountouris, and the Assistant Minister of Defence of the Republic of Serbia for Material Resources, Mr Nenad Miloradović.”
