Greece’s Ministry of National Defence has “locked in” money from the budgets of the coming years for armament programmes, about €6.95 billion in total. On October 22, 2026, ten certificates of multiannual commitments of the General Directorate for Financial Planning and Support were posted on Diavgeia. They cover spending from 2027 to 2039 and concern programmes of the Army, the Air Force and the Navy.
The certificates rest on approvals of the General Accounting Office dated October 13, 2026. The largest, at €2.93 billion, concerns contracts of the Army General Staff and the Air Force General Staff. The second largest, at €2.02 billion, is the only one earmarked for new contracts, for the Navy and the Air Force.
What a multiannual commitment certificate is
An armament programme is paid over many years, while the state budget is voted every year. For such a contract to be signed or to keep being executed, the General Accounting Office approves the assumption of a multiannual commitment, that is, it earmarks amounts of future years. The Ministry then certifies the approval and forwards it to the General Directorate for Defence Investments and Armaments (GDDIA), which is responsible for the contracts.
The ten certificates are signed by the head of the Ministry’s financial services and were issued by the Armament Programmes Payment Planning Department. All refer to the same Ministry document, F.812/111217/S.16140 of August 12, 2026, which lists the programmes. That document has not been published, so it is not known which exact programmes the amounts correspond to.
The ten amounts
The largest certificates are: €2,930,988,684 for 2027-2033 (Army and Air Force, execution of contracts); €2,020,600,000 for 2027-2036 (Navy and Air Force, new contracts); €811,120,889 for 2027-2039 (Army); €374,901,338 for 2027-2032 (Air Force); €362,848,111 for 2027-2033 (Air Force); and €225,746,240 for 2027-2032 (Army). Four smaller ones, of €129.6 million, €65.6 million, €18.7 million and €9.1 million, complete the total of €6,949,352,844. The branch is derived from the recipients of each certificate.
Nine of the ten certificates amend older approvals “so that the execution of the contracts is smooth”. They therefore concern programmes already running that need funding for the coming years. By branch, about €1.04 billion goes to the Army alone, €942 million to the Air Force alone and €18.7 million to the Navy. The remaining €2.93 billion is shared between the Army and Air Force staffs, with no breakdown by branch.
The €2.02 billion for new contracts
Certificate R48D6-PCh2 differs from the rest. The approval of €2,020,600,000 is “required for conducting and completing tender procedures (award – signing of contracts)”. It thus concerns programmes that have not yet been contracted. The recipients for information are the Navy General Staff and the Air Force General Staff.
The General Accounting Office approval debits the account “Purchases of weapon systems from other equipment programmes” and gives the annual allocation: €202 million in 2027, €427.6 million in 2028, €458 million in 2029, €201 million in 2030, €135 million in 2031, €117 million each year in 2032, 2033 and 2034, and €123 million in each of 2035 and 2036. The €1.09 billion of 2027-2029 falls within the Multiannual Fiscal Planning 2026-2029. For the €933 million of 2030-2036, the Accounting Office sets as a condition that they be included in the next planning round. The approval also rests on a decision of September 29, 2026 raising the spending ceilings of the Ministry’s budget.
What has not been confirmed
None of the decisions names programmes. Any match with specific systems would be speculation, and we therefore make none. It will become clear when the GDDIA proceeds to awards and signing of contracts in the coming months.
